Prof. Anurag Deep is a Professor of Law in the University of Delhi. He worked
with the Indian Law Institute, New Delhi. He specialises in Criminal Law,
constitutional law and Human Rights. His book on “Law of Sedition in
India and Freedom of Expression” was heavily relied upon and
quoted by the Law Commission of India in its 279th Report (2023) on

2001 at Allahabad and then in Deen Dayal Upadhyaya Gorakhpur
University in the Faculty of Law. He completed his legal education from
BHU, Varanasi with merit scholarships. He earned his PhD from Gorakhpur
University on the theme “Laws regarding Terrorism and Violation of Human
Rights (with special Reference to Cyber Terrorism)”. He initiated a “case based method” of teaching in Gorakhpur University by providing judgements of the Supreme Court in Hindi medium for non-English medium students of rural area. He has over fifty publications in English and Hindi including Yojana, Pratiyogita Darparn etc. He has edited a prize winning book published by LexisNexis in Hindi. He served as a resource person in the Canadian High Commission, JNU, NLUD, Delhi University, BHU, CBI Academy, CRPF academy, Shasatra Seema Bal, HIPA, NHBC, BIPARD (Bihar), Ministry of Law and Justice, Public Service Commissions etc. He actively participates in free legal aid to needy people. His core area of
interest is criminal law, constitutional law and Human Rights. He has authored two books (both from the Indian Law Institute); Law of Sedition in India and Freedom of Expression (Co-authored -2018) and Bail: Law and Practice in India (Jointly edited-2019). He was invited by the Criminal Law Reforms Committee constituted by the Government of India (2020) to contribute to the reform process. His research works are recognised as resource material by Max Planck Institute, Germany, Columbia University, Stanford[https://searchworks.stanford.edu/view/14154574 ] and Harvard
University. He has worked with Oxford University Press and published with
Cambridge, Sage, Springer, etc. His work on Bail has recently been quoted
by Cambridge University Press. Recently he received an appointment to
serve the National Judicial Academy, Bhopal as additional director. He is
currently working on Bharatiya Knowledge System on which he has

अनुराग दीप दिल्ली विश्वविद्यालय में कानून के प्रोफेसर हैं। इसके पूर्व वे भारतीय
विधि संस्थान, नई दिल्ली में प्रोफ़ेसर थे. उनकी विशेषज्ञता का क्षेत्र आपराधिक विधि,
सांविधानिक विधि और मानव अधिकार है. उनकी पुस्तक "भारत में राजद्रोह का
कानून और अभिव्यक्ति की स्वतंत्रता" को भारत के विधि आयोग ने अपनी
279वीं रिपोर्ट (2023) में 10 से ज्यादा बार उद्धृत किया है।[2023060150.pdf]
वह 2001 में इलाहाबाद और फिर दीन दयाल उपाध्याय गोरखपुर विश्वविद्यालय में

विधि संकाय में अध्यापक के रूप में नियुक्त हुए। उन्होंने योग्यता छात्रवृत्ति के साथ
बी.एच.यू., वाराणसी से अपनी विधिक शिक्षा पूरी की। उन्होंने गोरखपुर
विश्वविद्यालय से "आतंकवाद और मानव अधिकारों के उल्लंघन के संबंध में विधि
(साइबर आतंकवाद के विशेष संदर्भ में)" विषय पर पीएचडी की उपाधि प्राप्त की।
उन्होंने ग्रामीण क्षेत्र के गैर-अंग्रेजी माध्यम के विद्यार्थियों के लिए सर्वोच्च न्यायालय के
निर्णयों को हिंदी माध्यम में उपलब्ध कराकर गोरखपुर विश्वविद्यालय में शिक्षण की
"केस आधारित पद्धति" का श्रीगणेश किया। योजना, प्रतियोगिता दर्पण आदि
सहित अंग्रेजी और हिंदी में उनके पचास से अधिक प्रकाशन हैं। उन्होंने लेक्सिस-
नेक्सिस द्वारा हिंदी में प्रकाशित एक पुस्तक का संपादन किया है जिसे विधि साहित्य
प्रकाशन, भारत सरकार ने पुरस्कृत भी किया. उन्होंने कनाडा उच्चायोग, जवाहरलाल
नेहरू विश्वविद्यालय, एनएलयू-डी, दिल्ली विश्वविद्यालय, बीएचयू, सीबीआई
अकादमी, सीआरपीएफ अकादमी, सशस्त्र सीमा बल, हिपा, एनएचबीसी, बिपार्ड
(बिहार), केंद्रीय कानून और न्याय मंत्रालय, लोक सेवा आयोगों आदि में एक विशेषज्ञ
व्यक्ति के रूप में कार्य किया। वह जरूरतमंद लोगों को मुफ्त कानूनी सहायता में
सक्रिय रूप से भाग लेते हैं। उन्होंने दो पुस्तकें लिखी हैं (दोनों भारतीय विधि संस्थान

से प्रकाशित हैं.); भारत में राजद्रोह का कानून और अभिव्यक्ति की स्वतंत्रता 2018)
और जमानत: भारत में कानूनी स्थिति और व्यवहार (2019)। उन्हें भारत सरकार द्वारा
गठित आपराधिक कानून सुधार समिति (2020) द्वारा सुधार प्रक्रिया में योगदान देने
के लिए आमंत्रित किया गया था। उनके शोध कार्यों को मैक्स प्लैंक इंस्टीट्यूट,
जर्मनी, कोलम्बिया और हावर्ड विश्वविद्यालय के ग्रंथालयों द्वारा संसाधन सामग्री के
रूप में मान्यता दी गई है। उन्होंने ऑक्सफोर्ड यूनिवर्सिटी प्रेस के साथ काम किया है
और कैम्ब्रिज, सेज, स्प्रिंगर आदि के साथ प्रकाशन किया है। 2025 में उन्हें राष्ट्रीय
न्यायिक अकादमी, भोपाल में अतिरिक्त निदेशक के रूप में सेवा देने का भी अवसर
